Simone Collins conceived of adaptively reusing a historic millrace culvert under an active railroad line as a new, safe, and accessible pedestrian route between downtown Pottstown Borough and its Schuylkill Riverfront. When Montgomery County Community College became an active partner, SC authored the successful grants to fund the project; designed the tunnel treatments; prepared the architecture construction documents; and negotiated the project cultural resources review. Awards: Project of the Year – PA American Society of Highway Engineers; and Revitalization Award – Montgomery County Planning Commission.
